The purpose of this is to increase the supply of doctors in Singapore. But why can't they just increase the intake of medical students per year to NUS school of medicine so that when these young doctors complete their studies they can go out to work earlier to gain more experience. Otherwise any graduates from this GRADUATE MEDICAL SCHOOL will be already at a disadvantage and have to start accumulating their experience at a later stage as compared to those who enter NUS medical school STRAIGHT after GCE A levels.

MOH even control the quota of recruiting doctors in the govt hospitals. They have tight control and make sure that departments don't exceed the quota given to them. Depts need to have doctors have to give good reasons to support their request to employ doctors. There are doctors who are about to graduate fear that they can't get jobs. It is MOH slapping their own faces when they keep claiming there are short of doctors. They have gone on special recruitment trips to India to recruit doctors.
So never believe all that the media say.
